I have tried the methods given in the MediaWiki manuals that are online to do simple, basic editing of the Navigation Panel, only to find it impossible to change anything I try to change. Simple procedures such as changing the titles of the navigation links, which I know is possible because I see the titles changes on other MediaWikis, Wikipedia for example. The same with adding or deleting a link in the Navigation Panel. Nothing seems to work, I just understand it.
Is there an actual manual online that helps an administrator do such simple changes ? I just don't understand why MediaWiki makes things so difficult when they should be pretty straight forward & simple.

I understand that editing "mediawiki:sidebar" is where you are to do this editing, but it simply has no effect. Any editing done in MediaWiki:sidebar goes unnoticed as if I never edited at all.

Yes, I have used the " ?action=purge " as described in the MediaWiki manual with zero success. It should not be this difficult to simply change the name of a link in the Navigation Panel. My blood pressure is through the roof thanks to this. lol

Can you show us the wiki code of your Mediawiki:Sidebar page before/after changes ? and if possible, explain us what you want it to look like ?
If you actually go to Mediawiki:Sidebar, what does the *page* display ?

I am just an administrator (not a programmer) and have been using these for years on several wikis. It did work in old versions and still does in MW 16.0. Never had any problem. Just make sure that you understand that you'll have a structure like this (i.e. really read the manual above)
* headings (either a message or taken as-is) ** link | label
link = either a message or article_name or external-link or message_standing for a portlet
label = either a message or "as is"
Quick remark about portlets: As soon as you include an extension that creates something on the sidebar, it normally should create a message that you then can use to place the portlet. It think it also will generate a div class=XXX and you can look at the HTML page.
Finally, you can change messages here (if you feel that you'll need to) Special:AllMessages
