I do start titles on their own line, though often within a table.
Copying to a new page doesn't work, they remain off by the same amount.

Heading markup has to start on a new line; that is how it works, and
so isn't a bug per se.
The bug is that the illegal title in source ends up rendered as if it
were legal, producing a mismatch between the section count as rendered
and the section count in source.
Template expansion perhaps needs to be fiddled with, but... eww.
