We don't hard-code user interface strings in MediaWiki; we provide
them as distinct "messages" which allows for localisation. To
customise the interface, one can edit pages in the MediaWiki namespace
corresponding to the name of the message.
For example, in this case, the title of the Special:Recentchanges page
is taken from the "recentchanges" message, and thus editing the
MediaWiki:Recentchanges page will allow this to be changed.
Note that *all* special pages follow this pattern - their internal
name is the name of the title message. For a list of these, and all
other message strings available, see the Special:Allmessages page.
