Hi,
Wikipedia has a Tagalog localization (tl.wikipedia.org). However, when I install Mediawiki on my own server, I can't find Tagalog in the list. Likewise, if I choose "My Preferences" from English Wikipedia is not in the list of languages. Where can I get this special Tagalog localization?

There doesn't appear to be a Tagalog messages file in the software at the moment, which means that it's not in use on that site - rather, there's a Tagalog language edition of Wikipedia, and the local sysops have customised all the UI messages; see http://tl.wikipedia.org/wiki/Special:Allmessages.

On second thought, I don't think this explains one thing:
If you sign up for an account at tl.wikipedia.org and then choose "Preferences," you can find Tagalog in the list of languages. I don't suspect simply editing the messages would cause Tagalog to appear in this list, correct?

Correct. Setting $wgLanguageCode to 'tl' in LocalSettings.php, however, will cause it to appear in the list -- the defined content language is automatically added in so you can select it properly in preferences.
You can install with another language listed, then just update LocalSettings.php afterwards.
