I would like to reproduce the template of the MediaWiki Home page. I read documentation about templates but I'm not sure that's what I need as the blocks I want to create are meant to be used only on the Home page of my wiki. Also, I would like to know how to use CSS to place those blocks like on the MediaWiki Home page. I'm using the Vector theme.

I was able to do this by viewing the source of Wikipedia's/Mediawiki's main page, copy it & past it into yours using your edit function. Then figure out what you want it to do & weed out the stuff you don't want. You can even do it in a sandbox so that you can play with it safely. Also take note of the templates used on Wikipedia/Mediawiki and make sure they are available on your site. Best wishes! john

You need to copy the content of each "Template:***" in a page of your wiki with exactly the same name.
However... what do you need exactly? Many of these templates are really specific to mediawiki.org. If you are interested only in e.g. the structure of the page then you won't need all the templates.

Usually you would find the css of a MediaWiki instance at MediaWiki:Common.css but in our case you can find it here:

I combined your answer with John W. Foster's one. I copied the Common.css into my MediaWiki:Common.css page and then copied the html elements and classes from MediaWiki Home page source code. I wanted to reproduce the topbox (the welcome message) and the first blocks and adapted it with my own content :)
