I have already linked my forum members to the wiki member database. I
really just need to know how to export the Wiki Navigation toolbar. Is
there a direct approach to calling the navigation box from a separate
html page? I am guessing <? Php include something?

Well, reproducing that ought to be pretty easy in any reasonably
skinnable forum software - the sidebar is only a bunch of links, after
all, and doesn't need to actually touch the wiki database. And making
them visually match is just a case of playing with CSS for long
enough.
The hard part is if you want to do things like use the users from one
database for both pieces of software - the mailing list archives
should reveal lots of people who've at least attempted this... (use
"site:mail.wikipedia.org" in a Google/Yahoo/whatever query)
