It's detecting a valid gotcha condition, although
* it shouldn't halt installation
* there is a bug in it (which affects some PHP configurations)
Both of these have been fixed in r22729, which is in current trunk,
and it might be an idea if these were backported into 1.10.1 should
that become a release. The original rationale was that sessions that
couldn't be saved were useless, and the idea was to warn people about
a frequent misconfiguration that led to a classic FAQ, however,
aborting installation seems to upset people more than a warning.
If you're certain that your session configuration is sound, then open
config/index.php in a regular editor and comment out or remove lines
396-415 inclusive.
