Personally I don't see how it is a security problem for a browser to
open a link to a local intranet server or something on your own hard
drive. If some random web site has placed a mischievous file on your
internal file server or your own machine then you've already got a
problem.
I guess it is to prevent pages from opening C:\MySecrets.doc in on frame,
and sending the contents via JS from another frame or something.
The easiest solution for your intranet seems, as usual, to setup a server
(http?) that serves the files you want. This way you can also handle moved
files (via redirects), load balancing etc. Plus you avoid the whole
file-link issue altogether.
