I installed the svn Cite files and added the "require_once" command in the LocalSettings.php file. I tried a simple reference in Sandbox, but nothing seemed to happen. The <ref> tags are still there and <references /> is empty.
What do I need to do?
I just tried it and seems work fine for me. Try this in your sandbox:
<ref>example</ref>
==Notes== <references/>
If it worked right, you'll see a small "[1]", a "Notes" section header, and the reference will have a small blue citation link pointing up with the word "example" next to it.

It did not work for me, so I don't have something installed properly. I started nosing around (I didn't install) and found $wgVersion was 1.15.5-7 So that must mean I'm really out of date and need to get them to install the latest.

If you go to the page Special:Version on your wiki, do you see "Cite" in the "Installed extensions" table?
Also, you should probably get it from Git and not from SVN. The SVN repository is outdated. This command should do it: git clone ssh://gerrit.wikimedia.org:29418/mediawiki/extensions/Cite
(Of course, you need to have Git installed.)

Actually, git clone https://gerrit.wikimedia.org/r/mediawiki/extensions/Cite since he won't have a gerrit account :)
