Have you tried enabling TeX in your LocalSettings.php? Set the following:

$wgUseTeX = true; $wgMathPath = "{$wgUploadPath}/math"; $wgMathDirectory = "{$wgUploadDirectory}/math";

Other than that I don't know why your installation wouldn't be finding texvc. (Unless the UploadPath is wrong...)

Yeah, you can get it here:

In the downloads list, under "Support files" you'll notice the "texvc ... binaries". Download this and place the "texvc" file (there's only one with no extension) in your math folder in the wiki installation.
