groups in which one is manager group and i have more than 40
department's manager in that group. To restrict rights in each other
departments i want to know that is it possible to make only one group
of name "manager" and have 40 members those are head of each
department.
name space will not be able to restrict rights properly. can you
suggest something else

Firstly, you shouldn't be editing DefaultSettings.php - make the
changes in LocalSettings.php. The main benefit of that is that they
won't be overwritten if you upgrade MediaWiki.
As for your specific question, I'm not quite sure what you mean. How
are you distinguishing the departments? If they are in different
namespaces, you can protect certain namespaces to be editable only by
members of certain groups (see
http://www.mediawiki.org/wiki/Manual:%24wgNamespaceProtection ),
although you would require a different group for each department,
rather than a single manager group (you can have both, of course).
