As an admin, when I click on a (diff) or (last) button, not only do I view the current version and the previous version, I get a [rollback] button.....what I'd like is under the [rollback] button for there to be a space to write an edit summary, and for there to be a button to add that article to my watch list.

The rollback button is designed as an emergency measure to be very quick to use.
If you want to write a summary, go to history, click the previous revision, click edit, and save.
