It is already done. We also can categorize the templates (Category:Templates), and use Interwiki, and add documentation to the templates, and examples, with <noinclude> (I do that in the Hebrew projects). However, I don't know whether it's available also in MediaWiki 1.5.x - you can try. I think it does, however.

However, I don't know whether it's available also in MediaWiki 1.5.x - you can try. I think it does, however.
Tried it on a 1.5.x wiki and it doesn't recognize
<includeonly>[[Category:Foo]]</includeonly>
One more reason to update to 1.6.x :D
