When setting the local setting.php to $wgDefaultSkin = 'clean'; where clean is my new skin I created,
I can see the correct skin when I'm not logged in. However, once I log in the default Monobook skin is now displayed. Is there something wrong with my Clean Skin code? or is there something else that I need to do?
No. Your user preferences override the site default, and those will be set for Monobook.

Not a quick one, that I know of. A custom PHP script might do it.
