Hi there, I was wondering if you guys could help me out.
I admin a small mediawiki and am trying to learn the ropes. I want to add a template above the edit page, sort of like the blue box here: http://www.mediawiki.org/w/index.php?title=BUTTS&action=edit

Boilerplate text on pages like that is stored in the system messages. If you click on Special pages, then System messages, it'll take you to (in the case of mediawiki.org):
http://www.mediawiki.org/wiki/Special:AllMessages
Search that page for the text you're interested in (e.g. search for "Attention visitors") and you'll see the source of the message. Click on the name of the message in the left column ("newarticletext") and copy what you want.
Open the same page on your wiki and paste the content.
