You need to create that page yourself to give help specific to your users and how you want them to use your wiki. If you wish, you can see http://mediawiki.org/wiki/Help:Editing and view the content there. If there is a blue banner around it, it is in the public domain and you can copy that in to your own wiki, using http://mediawiki.org/wiki/Special:Export/Help:Editing and Special:Import on your own wiki.
