I don't see any extension on mediawiki.com that does what you're asking for,
but even if no such extension exists, I'm sure there are ways to extract the
email addresses of all your users (you could then use any sort of mailer to
send out the messages, including the one that DreamHost offers).
However, be careful, since you're on DreamHost: They have a rather stringent
anti-spam policy (http://dreamhost.com/spam.html), and you could run afoul
of it if you're not careful. Contact DH support before sending out a mass
mailing that people haven't opted in to, to make sure you don't get yourself
in trouble.
