User CSS is not enabled by default: $wgAllowUserCss has to be set to true, and it sounds like it isn't. Either way, user CSS would only let you set CSS for yourself. If you want to apply CSS changes for the entire wiki, you will need to ask a wiki sysop to add the CSS to the page MediaWiki: Common.css.
