Ok - let's see if I can respond properly....
What I did (by looking at Wikipedia) is edit MediaWiki:Nogomatch to be the following:
<span style="font-size: 135%; font-weight: bold; margin-left: .6em">No page with that title exists.</span>
<span style="display: block; margin: 1.5em 2em"> You can <b><a href="$1">Create an article with this title</a></b> or <a href="index.php?title=How2:Requested articles">Put up a request for it</a> </span>

Which version of MediaWiki are you using? The Wikicities instructions were aimed at MediaWiki 1.4.
