Search the edit page source code for the string "addButton". If the string is exist, the buttons should probably appear but their images are not exist (if that's the problem, you apparently should reconfigure the path to the "skins" folder, in LocalSettings.php); if the string is not exist, you've probably disabled the option to show the edit toolbar (if that's the problem, try to enable it in your user preferences).
