You should find setting $wgMiserMode = false; in LocalSettings.php helps (although this should be the default), but the script Ashar mentioned will also make the page available. Have a look at http://www.mediawiki.org/wiki/Help:Configuration_settings#Reduction for related configuration settings.

Have a look at ./maintenance/updateSpecialpages.php , that will run the query and put the 1000 first results in the cache.
You can also disable page caching somehow.
