on the recent changes page in the toolbox you will notice an rss and atom feed link, there are many viewers for these just google RSS, i think this would be a better solution for you then being emailed on every change

How does one build such a thing? eg, are there names of tools that one uses to implement this?
And how does one learn more about RSS and how to administer it in general? Consider the user target being one who's familiar with administering complex web servers but who has yet to learn about RSS. (This is me.) I've been looking for such info for a long time, have yet to find it.
