Are those line in your LocalSettings.php file?
$wgVerifyMimeType = false; $wgStrictFileExtensions = false;
This might help.

I tried creating a link to it on the Image: page but when I go to upload it I get this error.
".vsd" is not a recommended image file format.
I still get the error after changing
$wgFileExtensions[] = 'pdf';
to
$wgFileExtensions[] = array('pdf','vsd');
Is there something else I have to do? Should the changes be instant?

Is there a way to have a file, like a .xcf (Gimp file), or a .svg, or
a
.vsd (Visio file) along with an image.
Upload it and make a link on the page.
