It could be the database server: Do you have other applications set up that
use a database? (bulletin boards, etc.)
I don't see why .htaccess would cause any problems, but you could always
take it off and see if the problems go away. (An .htaccess login isn't a
particularly elegant way of restricting access anyway.)
