I am not understanding what the problem is. When I attempt to edit a page all of the images load. It could be that you have a proxy server or a local cache that has not been cleared. (And by the way, images should not be chmod 0755: They do not need to be executable).

It and all the icons are chmoded 755.
I cant see or find anything in localsettings that makes any difference.
