It "appears" these might be tied to iconv, but then I can't be sure. Is anyone using this extension that might be able to help me out?

I am running into an issue with extension for MediaWiki that require the use of "iconv". My grasp of php is poor to say the least, though I am working on it. Can someone let me know how to actually install it so that MediaWiki extensions can then use it? I've got the "libiconv " files downloaded, but need to know how to proceed.
