That extension description page is generally way out of date. There are currently no plans to make LQT part of MediaWiki proper.
Wikimedia is contracting David McCabe, the developer of the extension, to address known bugs, usability issues and add wanted features. Our goal is to experiment with the extension in limited contexts such as site-wide forums and feedback areas. If WMF does end up adopting the extension, even in such narrow cases, it will likely be an organizational commitment to continued maintenance. But currently there is no such commitment from WMF.
LQT is used by WikiEducator.org, which does regularly update MediaWiki, so there is at least one existing community that has an interest in making sure LQT works with recent releases. -- Erik Möller Deputy Director, Wikimedia Foundation
