I was having all kinds of weird problems with apache under a WAMP setup (which is unfortunately what I was instructed to work with).
After slugging through countless bug reports and trying countless fixes, I finally convinced my superiors that linux would be a better solution.
I installed Ubuntu Server with LAMP support on a P3 600 with 128 megs of RAM as a test system and it served pages as quickly as the P4 3ghz with 1 gig of RAM that I was running the WAMP setup on (and that's with no caching or optimization on the P3!), and in some cases quicker! In terms of errors? I've had zero so far after a week (down from countless per day including several reboots).
My honest advice is to dump Windows. It was never really intended to run this stack of software.
If you'd like advice on installing and running on linux, feel free to ask. I advise starting out with Ubuntu Server Edition, simply because it will set up a LAMP environment right out of the box which is MW 1.7.1 compatible.

I have pursued the matter further:
- the apache log shows 20024 error codes from the onstart of mediawiki
installation when "Special Pages" are accessed. The problem got worse when I edited the "Sidebar" page and now Apache complains with system error dialogs on _all_ "special pages" access. In other words, the Wikis are unuseable.
- I have two Wikis installed under the same backend support (see original
email below viz Apache, MySQL etc.): BOTH OF THEM exhibit the same problem AND I only edited the "sidebar" page from one of them !!
- Each wiki is installed in its own database i.e. not sharing a database
under different prefixes.
- I have reinstalled XAMPP 1.5.3a package [Apache, MySQL, PHP] and kept
the original wiki MySQL databases.
** Thus, I would tend to believe that MediaWiki 1.6.7 breaks a critical system table on MySQL.
Any help appreciated!

Any hint? There problems started soon after I edited "MediaWiki:Sidebar" but I can't tell for sure if there is a correlation.
