I wanted to follow up on this issue. I'm still not sure what I should be doing to grant edit access to this user. Is there an ip whitelist? Is there a way to disable this auto-blocking?

Yes I tried to remove the user's entry in the blocked users list. (Special:ipblocklist)

Yes the user tried to edit again. Their IP address does not / can not change.
I don't know what to do to help.. =/

He is using a shared IP with some other users, none of which have been editing pages.
I don't see a whitelist feature in 1.6.5's Special pages. I'd rather just kill this feature since the site is private anyways.
It's odd, since the user is being blocked because that same user has used the same IP before.
