Am I uploading to the right SVN and if so do I need to be given login access?

If you want to have commit access, you can request it here: http://www.mediawiki.org/wiki/Commit_access_requests . The version working with "http" is read-only so you can't modifiy it (developer have access to it through "svn+ssh").
