Im using php 5.1.6 and tried both 5.0.24 and 4.1 of Mysql, both gives same error.
1. Just to ask the basic but insulting question: You restarted IIS after changing the file, right? 2. Check that the file being edited is the one Windows is using; the output of phpinfo(); should contain this information 3. Check the event logs with respect to IIS startup and check that PHP isn't crashing or similar
