I believe this was a regression in the security fix for 1.16b3. It was fixed in trunk in r68236, but it hasn't been backported (yet). It's a one-line fix, so you can just patch your wiki by hand in the meantime: http://www.mediawiki.org/wiki/Special:Code/MediaWiki/68236
