However, this is a somewhat frequently asked question, and so I suggest you search both http://meta.wikimedia.org and http://www.mediawiki.org for "access restrictions" and the like, and see if anything useful comes up. This would likely be in the form of an extension.

I am aware of the MW's philosophy.
I have succesfully enforced name space based restriction using MW 1.5.1
But since it was not enough, I added the extension that I found here

Then I customized it such that I can restrict not just users but also groups.
Then I also wrote some more code to manage the pages so that we can batch update the rights.
All the credit goes to the communtiy.
