The UPGRADE notes < http://svn.wikimedia.org/viewvc/mediawiki/trunk/phase3/UPGRADE?view=markup%3... have some information on upgrading old versions. I did a test run of 1.3something and 1.4 MW databases up to 1.8 and 1.9 about 18 months ago, and they didn't make a one-step upgrade cleanly at all. I doubt it's cleaner going further to 1.13
I was advised at the time to try going to 1.5 and then from there try the one-step. That eventually worked.
