If you are able to change the group ownership to one you are in (i.e. chown apache.mex LocalSettings.php), that should give you access to the file . Another option is to make yourself a member of the apache group. It needs to be moved down a directory into the main wiki directory. It should also have permissions of 660, not 777. If you were able to change the permission to 777 but still could not read it, then I don't know what's going on. Or do you mean you could not change the permissions? You'll need to be root to do that.
You can change the file ownership as a non-root user using the standard Unix utility called "cp".
