We have identified the offending user as "Vapeur". My client, Le Tourment Vert, originally created the Wikipedia entry a year or so ago.
Is there anything we can do other than set the page to "watch" and just undo this guy's changes whenever he puts them in?
Is this on the English Wikipedia? If so, email info-en-q@wikimedia.org and the volunteers there will be able to help you.
