See http://meta.wikimedia.org/wiki/Bugzilla_patches And no, it's not under CVS control, it's just in a tarball at http://download.wikimedia.org/bugzilla/ But then nor is it really a modification of the Perl scripts - Bugzilla is designed to be "skinnable", so the MediaWiki look is just a bunch of custom templates.
