There are times when this might come in handy. The other admin and I have some articles where we place some *sensitive* information that we don't want for the general readership. (knowing the only real safe place is on a waded piece of paper in an old pair of shorts in the bottom of the dresser .. we leave out critical information).
In a case like this we want to simply remove read and or edit rights for that specific piece of information.
That does not mean that 99% of the wiki does now work as a wiki. Just simpler to use same tool for storage.

You are actually asking, "How do I make MediaWiki not be a wiki?"
It sounds like MediaWiki is the wrong tool for your purposes.
