1. Unfortunately my wiki is not on a public website :-( 2. I do not have $wgUseImageResize in my LocalSettings.php For now I have $wgUseImageMagick commented # $wgUseImageMagick = true; # $wgImageMagickConvertCommand = "d:/Program Files/ImageMagick-6.3.5-Q16/convert.exe";
uncomment it removed all the images from the wiki so left it commented.
3. Now that I think about it; This problem started after I added Common.css & Common.js from http://en.wikipedia.org/wiki/Wikipedia:NavFrame to enable the NavFrame

Couple quick questions:
1) Is this wiki in a public place? If so, it often helps to post the URL to the page so people can poke at it a bit.
2) What are the configuration settings of $wgUseImageResize and $wgUseImageMagick?
3) Are you using a JavaScript hack for enabling PNG alpha transparency on Internet Explorer 5 and 6?
If so, and if $wgUseImageResize is off, the hack might not be correctly handling the client-side scaling of the image.
Otherwise it's hard to guess without poking at it. :)
