1. Convince the site owner to upgrade to version 1.5.3 if possible. This contains advanced permissions handling which makes your second request simpler. Also, 1.5.3 contains security fixes for issues in the 1.4.x and 1.5.x (pre .3) branches.
2. MediaWiki doesn't contain functionality to delete user accounts.

I do not have direct access to the wiki files, since it is being hosted by a separate isp. At the moment, I know how to create a new login account and how to upgrade it to bureaucrat level, but not how to delete an account or how to secure the wiki so that it can't be edited unless someone is logged in to a valid account. Those are my two challenges at present.
