The default MonoBook skin would be fine, if the accessibility bugs, https://bugzilla.wikimedia.org/buglist.cgi?keywords=accessibility&resolu... were fixed. As it stands, you probably won't ever even see the site notice. I tried sent a note about it to foundation-l@lists.wikimedia.org...
