I suspect, based on Wikimedia Commons' experience, that what will happen is that they will just pick a licence at random. Then you have to clean up after them anyway.
If they leave it on the default "No licence given/I don't know" or something, at least it's easy to spot for cleanup afterwards.
I hope this made clearer what I meant.
I suspect it's not going to give you what you want, however. You can lead users to clues, but you can't *make* them think.
