Try using DPL: http://www.mediawiki.org/wiki/Extension:DynamicPageList_%28Wikimedia%29
Specifically you'll want the "notcategory": http://www.mediawiki.org/wiki/Extension:DynamicPageList_%28Wikimedia%29
