Look at extensions 'Boilerplate' which uses a single boilerplate template for all new pages or my extension to that called 'BoilerplateSelection' which allows you to create different boilerplate templates which are used determined by the title of the article being created.

Is it possible to define default text when a user clicks "edit" on a page that doesn't exist? I was looking at templates but that doesn't appear to be quite what I want in that the user has to know the template
exists and specify it. Any ideas?
