Very often gadgets are not just JavaScript pages. They very often depend on other templates and styles that exist in a wiki, and very often reflect a policy or a common practice that is specific to a given wiki, that does not necessarily fit another. For example, the Twinkle gadget has useful tools for the English Wikipedia, but it is bound very tightly to English Wikipedia's deletion policies, warning templates, etc. It may, theoretically, be adapted to other projects, but the workflows may be very different, so it won't be enough to just copy the JavaScript.
That's the kind of thing that Priyanka Nag is working on in the OPW program, and I'm sure that she'll have a lot more to tell.
