Many Indian Wikipedian users don't even know about the existance of regional language Wikipedias. So, if we can display a banner at the top giving links to regional Wikipedias, it will greatly boost the awareness about them. Sites like WordPress.com do this already.

While all works well with fixed line broadband connections. IPs from mobile just provide the country. I have tried 3 providers' GPRS and all of them only give country level info.

Does not work for me, have updated the wiki testing page. It showed me 163 km SE of my actual location.
