The draft of the bill has apparently already been taken off the Indian government website (and is not found on the wayback machine of the Internet Archive) but there are some news reports on it.

"No person shall acquire geospatial imagery or data including value addition of any part of India either through any space or aerial platforms such as satellite, aircraft, airships, balloons, unmanned aerial vehicles or terrestrial vehicles, or any other means whatsoever without general or special permission of the Security Vetting Authority.”

IANAL. But from reading the bill I can say OSM and whoever edits anything related to India in OSM need to get a license. The language of the bill does imply that the license should be for every case. Not once per person/organization.

Imho - There is no doubt that this will prevent innovation. Even a hassle or bureaucratic procedure completely discourages innovative thinking & thought.

The bill defines the 'geospatial information' to be too broad. It would also cover a photograph taken with geolocation.
