Just thought will share this Summary table[1], detailed TRAI report[2] which might be of interest to many of us.

Doing a detailed comparative analysis of this data and Indian Wikistats might give some insight on how Wikipedia access is correlated to infrastructure.
Observation:- South India has more rural connections, so its obvious to assume they are accessing more. North pretty much minus Punjab and Gujarat are far behind in terms of rural connections.I feel growth of rural users will have a direct impact on consumption of Indic content. Note i have a prejudice that urban people dont use / consume regional content. I am certainly not 100% correct.
Any other things you could see?

Oops, forget about the second link. Its outdated. But still good as it has data across operators. First link's data is BSNL only.

AFAIK, the urban numbers are across all ISPs and rural is BSNL only.
Your point of Indic consumption in rural areas is interesting and anecdotally might hold true. Would anyone have insights in to this?

Any stats on mobile broadband users, 3G and GPRS based internet users? This may be a considerable number and will continue to increase.
Increase in views for Indic language Wikipedias can also be due to non-resident citizens.
For languages like Bengali and Tamil present in more than one country, stats from respective countries can also throw some light.
Interesting to note the high percentage of rural users in Kerala and to compare it with Malayalam Wiki metrics.
