Imho - There is no doubt that this will prevent innovation. Even a hassle or bureaucratic procedure completely discourages innovative thinking & thought.

The bill may not prevent innovation but will surely discourage/delay. One need to get a license from an authority established under this act.

IANAL. But from reading the bill I can say OSM and whoever edits anything related to India in OSM need to get a license. The language of the bill does imply that the license should be for every case. Not once per person/organization.
