You have left out Symbian 9.1 (S60 3rd edition phones) in the table. While they do not natively support Indic languages, there's a slightly roundabout way to read most Indic scripts and other complex scripts. In my Nokia N72, for instance, I've enabled "support for complex script rendering". Opera Mini renders Indic texts as images (jpg/bmp?). This way, I'm able to read Tamil text.
Also, contrary to popular thinking, it is the lower end phones that have better
Indic language support. Nokia 5130 (S40 v5) is one such phone with good Tamil
support. Ravishankar Ayyakkannu (User:Ravidreams) of Tamil Wikipedia has reviewed this at http://blog.ravidreams.net/2009/09/%E0%AE%A4%E0%AE%AE%E0%AE%BF%E0%AE%B4%E0%A... (in Tamil). Copying him so that he can add more info.
